Oil and Gas Statistics

The BLM compiles a large amount of statistical information relating to oil and gas leasing on Federal lands. Below are links to tables and spreadsheets with data that include the numbers of BLM-administered oil and gas leases, applications for permit to drill (APDs), and oil and gas wells. For the purposes of the information on this page, these lands are referred to as "Federal lands." 

In Fiscal Year 2025, the Bureau of Land Management approved 6,106 APDs on both Federal and Indian land (5,740 Federal APDs), marking one of the highest annual totals since 2008 and demonstrating the agency’s continued commitment to efficient, responsible energy development on public lands.

Because lease sales require significant lead time often beginning nearly a year before the sale, the 2025 data primarily reflects the policy direction and processes in place at that time (i.e. previous administration). Adjustments associated with subsequent changes from the current administration will be more fully represented in the 2026 data. The BLM anticipates an upward trend in the number of parcels and acreage offered as the BLM is planning to hold 26 competitive oil and gas lease sales in Fiscal Year 2026. Oil and gas lease sales support domestic energy production and American energy independence, while contributing to the nation’s economic and military security. Consistent with Executive Order 14154, “Unleashing American Energy,” the BLM's lease sales help meet the energy needs of U.S. citizens and solidify the nation as a global energy leader long into the future.

The statistics on this page apply to the BLM onshore oil and gas leasing program only.

The Department of the Interior's Office of Natural Resources Revenue (ONRR) maintains statistical data for Federal onshore sales volumes and reported royalty revenues.

The BLM state offices hold quarterly oil and gas lease sales when there are parcels eligible and available for leasing. The revenue reported from the oil and gas lease sales includes the first year's rent of $3 per acre, a bonus bid of not less than $10 an acre, and an administrative fee. Revenues are split between the state where the drilling occurs and the U.S. Treasury.

Table 16 – APD Status Report

The table shows the combined number of Federal and Indian APDs received, processed, and approved for FY2025, as well as the total number of pending APDs, as‐of September 30, 2025, by BLM state office and field office. Refer to Table 7 (Number of Drilling Permits Approved by Fiscal Year on Federal Lands).

Note: Table 7 (permits approved by fiscal year) and Table 16 (details on applications for permits to drill by state and field offices) both provide information on APDs, but differ due to time of report creation, ongoing data correction efforts, and system stability efforts. Table 7 is approved permits by geographical state whereas Table 16 is permitting workload by administrative state. Because of the dates on which the reports were generated, the total APDs processed differs by 1 between the 2 tables.

This file contains the national totals for Fiscal Years 2001 ‐ 2025 for each of the following tables. The tables contain state‐by‐state breakdowns.

  • Table 1 – Number of Leases
    This table contains the total number of leases, by state, considered in effect by the BLM at the end of each fiscal year. Note, while the number of leases went down compared to 2024 data, acreage offered increased. Refer to Table 4 (Acreage in New Leases). This data is delayed relative to Table 15 because oil and gas parcels take about six months to be offered at a lease sale, and the BLM typically issues the lease roughly two months after the sale.
  • Table 2 – Acreage in Effect
    This table contains the total number of acres, by state, contained in leases considered in effect by the BLM at the end of each fiscal year. Leases issued over the course of a fiscal year may or may not be leases sold during that same year. The Mineral Leasing Act requires leases to be issued within 60 days. Parcels sold and leases issued may not have concluded in the same fiscal year.
  • Table 3 – Number of New Leases Issued by BLM
    This table contains the total number of new leases, by state, issued by the BLM during each fiscal year. Note, while the number of leases went down compared to 2024 data, acreage offered increased. Refer to Table 4 (Acreage in New Leases).     This table contains the total number of well bores started (spudded), by state, during each fiscal year. "Spudding in," or to "spud" a well bore, means to begin drilling operations, so a spudded well bore is one where drilling operations have begun. 
  • Table 9 – Producible Well Bores
    This table contains the total number of producible well bores by state as of the end of each fiscal year. A well bore is considered producible if the well bore is capable of production.  
  • Table 10 – Producible and Service Completions
    This table contains the total number of producible and service completions, by state, during each fiscal year. Separate service completions are for the benefit of oil and gas operations, such as water disposal, saltwater disposal, water injection, gas injection, water source, steam injection, or monitoring.

The chart shows the average number of days to process an APD, as follows: Average number of days after initial submission that industry takes to resolve any deficiencies in an APD; Average number of days for the BLM to process the complete APD.

Table 13 – Expressions of Interest for Potential Oil and Gas Leasing

Expressions of interest identify lands sought by industry for possible oil and gas leasing. Submitting an expression of interest to the BLM does not guarantee that parcels will be offered at auction.

This chart shows the number of parcels posted on the original sale notices by fiscal year. It also shows the number of parcels offered on the day of sale, and the number of protested parcels from the original sale notice.

    This table contains the total number of acres, by state, contained in leases considered in effect by the BLM at the end of each fiscal year. Leases issued over the course of a fiscal year may or may not be leases sold during that same year. For example, a lease might have been sold but not issued pending protest resolution. Following successful resolution, that lease would have been issued, but this process may not have concluded in the same fiscal year. This figure includes parcels sold at a competitive lease sale, as well as leases issued noncompetitively.

    This table contains the total number of new leases, by state, issued by the BLM during each fiscal year.
