National Operations Center

The BLM’s National Operations Center in Denver, Colorado, provides operational and technical program support to BLM employees and collaborators — our stakeholders.

The Center’s employees and contractors contribute to the overall BLM mission by supporting human resources, information technology, geospatial services, finance, and acquisition. These services are delivered through four divisions (or business lines):

  • Division of Business Services manages a portfolio of departmental and bureau-level business services in support of the BLM with five major product lines, which include financial services, accounting operations, national property and support, acquisition, and engineering services.
  • Division of Human Resources Services provides bureau-wide operational support for human resources functions.
  • Division of Information Resource Management supports the BLM's mission by providing collaborative technical leadership, guidance, engineering, and enterprise administration of BLM information technology infrastructure to BLM states, field offices, national centers and national office. The division emphasizes the application of information technology to meet specific business processes to improve public service, enhance employee productivity, and improve data quality. The division’s commitment is to support the BLM with superior information systems and processes that help serve customers better.
  • Division of Resource Services provides a technical interface between national policy and field operations through scientific and specialized products, resource data stewardship, and technical program support. The division supports the BLM’s mission by collaborating with the national office, states and field offices to develop and deploy high-quality, integrated resource services and national program operations, maximizing efficiencies and organizational capacity. The nature of the work is categorized into two product lines: integrated services and program operations.

The National Operation Center’s services support field operations, focus on national-level solutions, and continually provide sound, technical expertise throughout the BLM.

National Applications

The BLM has several major applications managed by National Operation Center IT staff that are publicly available to access BLM various program data.

Geospatial Business Platform Hub

The Geospatial Business Platform Hub launched in 2022 and replaces other prior geospatial data systems including Navigator and the Landscape Approach Data Portal (LADP), consolidating these resources into a one-stop shop for all your geospatial needs. It serves as a centralized location to explore, view, and download BLM's geospatial data

National NEPA Register 

The National NEPA Register allows online review and comment on BLM planning and implementation projects. This site also simplifies document searches by enabling searches by geographic location, project resource type, project year, and other specific fields.  

National Reporting Application

Mineral & Land Records System

The Mineral & Land Records System (MLRS) is an online platform delivering state-of-the-art mineral and land records transactions, tracking, mapping, and more for BLM customers and staff. MLRS has replaced and integrated many legacy BLM systems (e.g., LR2000, Alaska's ACRES/ALIS, LRAM, CSRC) to more efficiently manage resources and cases across a range of BLM actions and business processes. These include mining claims, fluid minerals, geothermal energy, land tenure, solid minerals, land use authorizations, realty billing, and other case types. 

Recreation and Permit Tracking Online Reporting (RAPTOR) 

The Recreation and Permit Tracking Online Reporting (RAPTOR) system is a permit and tracking system for members of the public to apply for Special Recreation Permits, Paleontological Resource Use Permits, and Scientific Research Authorizations on public lands managed by the BLM. 

 Wild Horse and Burro Online Corral

The Wild Horse and Burro Online Corral allows potential adopters or purchasers of BLM wild horses and burros nationwide to view available animals, find out about upcoming adoption events, submit adoption and purchase applications, and bid online.

National Sign Program

Signs are an integral part of BLM messaging to the public and other stakeholders. They promote a consistent and recognizable BLM brand, reinforce the distinction between lands administered by the BLM and other agencies, highlight the BLM's professional management of public lands and enhance the experience of public land users.

The National Sign Program is tasked with establishing BLM sign standards in the National Sign Handbook and ensuring compliance with those standards through the layout and fabrication of quality signs in a timely and cost-effective manner.

The BLM's National Sign Center in Rawlins, Wyoming, is available to fabricate a large variety of custom signs for other government agencies and cooperators. External customers may contact the center at National Sign Coordinator
