Subject: Watershed Enhancement Tracking System Data Standard

This Information Bulletin (IB) announces the availability of a new Oregon/Washington spatial data standard for Watershed Enhancement Tracking System (WETS). The WETS contains information on watershed restoration projects in order to track on-the-ground efforts to restore aquatic habitat and water quality conditions.

The Activities/Treatments tracked in the system include in-stream passage, in-stream habitat, riparian, road, upland and wetlands. Information is summarized in various reports, including Oregon Plan Biennial Reports, Oregon Watershed Restoration Inventory Annual Reports, Clean Water Act Annual Reports and Pacific Coastal Salmon Recovery Fund Annual Reports to Congress.

This data standard defines how these types of data are to be captured in a Geographic Information System (GIS), defines the attributes used, and defines coding schemes (domains). This data standard contains three data sets (point, line and poly) and two tables. These data sets have been added to the corporate spatial data editing system. The data can now be edited by approved field personnel following established procedures and guidance in the data standard. The data will also be available for display and analytical purposes by all users.

This data standard is to be followed for all spatial data about WETS. The many relationships this data has to other data sets and databases are described in the data standard. See the full data standard at: blm.gov/or/datamanagement/files/WETS_Spatial_Data_Standard.pdf

This standard was reviewed by state and field office personnel. To see comments, responses and resolutions to those comments, contact Eric Hiebenthal, Acting State Data Administrator, at (503)808-6565 or by email (ehiebent@blm.gov).

Any questions or comments about this standard should be directed to Eric Hiebenthal, Acting State Data Administrator, at (503)808-6565 or by email (ehiebent@blm.gov); Al Doelker, Natural Resources Specialist, at (541)808-6067 or by email (adoelker@blm.gov); or Bryant Mecklem, Geographic Information Specialist, at (503)808-6506 or by email (bmecklem@blm.gov).

Districts with unions are reminded to notify their unions of this IB and satisfy any bargaining obligations before implementation. Your servicing Human Resources Office or Labor Relations Specialist can provide you with assistance in this matter.
