Bill Groffy

Principal Deputy Director

Bill Groffy is the principal deputy director of the Bureau of Land Management (BLM) and is serving as acting director. In this role, he plays a key part in implementing the Trump administration’s energy dominance agenda, while overseeing the bureau’s vast portfolio of public lands.

Groffy is a seasoned public policy professional. He brings over 15 years of experience shaping natural resource public policy across local, state and federal levels. His career has demonstrated leadership in regulatory affairs, legislative advocacy and stakeholder engagement in the energy and public utilities sectors by building relationships, sharing knowledge and facilitating productive negotiations.

Before stepping into federal leadership, Groffy was the Senior Director of Legislative and Regulatory Affairs for the Colorado Oil and Gas Association (COGA), where he led strategic initiatives to influence energy policy and common-sense regulations. He frequently testified before state legislatures and regulatory bodies in an effort to preserve Colorado’s place as a top producer of oil and natural gas. represented more than 200 energy companies. His tenure at COGA was marked by active engagement with federal regulators and state lawmakers, including frequent testimony before the Colorado Legislature.

Prior to COGA, he held regulatory analyst roles at Newfield Exploration, Encana (acquired Newfield in 2019), and Ovintiv (formerly Encana), following an early career in government relations and compliance at Marathon Oil. He got his start in natural resource policy as the District Director for two Colorado Congressional Offices.

Growing up in Western Colorado, he is known for his pragmatic approach to energy policy and his alignment with a “working lands” model of public land management that emphasizes resource development and multiple-use stewardship.
