Your Fee Dollars at Work

The Federal Lands Recreation Enhancement Act (FLREA) authorizes the Bureau of Land Management (BLM) to collect and retain certain recreation fees at sites and areas that provide specific amenities or services. These include standard and expanded amenity fees, fees associated with Special Recreation Permits, and a portion of pass revenue.

Under FLREA, the BLM must use these funds to improve and enhance recreation opportunities and visitor services, as outlined in the law.

Most recreation fee revenue remains with the site or field office where it was collected, ensuring that your contributions directly support the places you visit. A portion may be used to assist BLM sites that do not collect fees or collect only a small amount but still have important recreation needs.

What FLREA Fees Can Support

Recreation fee revenues may only be used for purposes authorized under FLREA. These include:

  • Repair, maintenance, and facility enhancement related directly to visitor enjoyment, visitor access, and health and safety;
  • Interpretation, visitor information, visitor service, visitor needs assessments, and signs;
  • Habitat restoration directly related to wildlife-dependent recreation that is limited to hunting, fishing, wildlife observation, or photography;
  • Law enforcement related to public use and recreation;
  • Direct operating or capital costs associated with the recreation fee program;
  • A fee management agreement established under section 6805(a) of FLREA or a visitor reservation service;
  • The processing of special recreation permit applications and administration of special recreation permits; and
  • the improvement of the operation of the special recreation permit program under section 6802(h) of FLREA.

All spending must directly enhance the visitor experience and support recreation at BLM-managed sites.

This ensures your fee dollars are reinvested where they belong - back into the visitor experience.

Tracking Fee Revenue and Project Investments

Title III, Section 311 of the EXPLORE Act (2025) directs federal land management agencies, including the BLM, to publish project-level information showing how recreation fees are collected and spent.

To meet this requirement, the Your Fee Dollars at Work Dashboard provides public access to FLREA revenue and expenditure data starting in FY 2025, including:

Fee Revenue Reporting

  • Total fee revenue collected by State and by field/unit office
  • Revenue collected by recreation site (as available)

Project-Level Reporting

As required by the EXPLORE Act, each project supported by FLREA revenue includes:

  • The title and description of the overall project
  • The title and description of each project component
  • The location of the project
  • The amount of FLREA revenue obligated for the project

Historical FLREA Reports

Prior to 2026, the BLM reported FLREA revenue and expenditure information through Recreation Fee Spending and Accomplishment Reporting.

These reports remain available for reference until two full years of EXPLORE Act-compliant reporting are published.
