BLMer James Gannon receives Ed Hastey Stewardship Award for leadership in fuels management
BLM California recently presented the 2025 Ed Hastey Stewardship Award to James Gannon, BLM California Desert District Fuels Program Manager.
The Ed Hastey Stewardship Award is an annual award that recognizes employees who demonstrate dedication and leadership in the stewardship of public lands and for their efforts in managing, conserving and/or restoring public lands and building dynamic partnerships to achieve the BLM’s mission.

Fuels management is pivotal in influencing wildfire behavior across BLM landscapes. As a part of the BLM’s Fire Management Program, it entails diligent efforts across millions of acres of public lands that intersect with various federal, state, and local jurisdictions.
In his nearly four years as Fuels Program Manager for the California Desert District, Gannon has led the fuels program to many successes, imparting his knowledge and passion for public lands along the way. He oversees vital initiatives including fuels projects, prescribed fires, weed treatments, and wildfire suppression resources, all focused on reducing wildfire risk.
If fuels management is a team sport, Gannon is undeniably the captain – a steadfast leader who inspires collaboration and drives his team toward success. His thoughtful approach to fuels projects involves comprehensive planning, implementation, and monitoring, ensuring that plant and wildlife habitats, as well as cultural resources, are carefully considered throughout every phase of the project.
At Lake Mathews, Gannon led prescribed fire efforts to enhance habitat conditions for endangered species. His leadership and collaborative efforts with BLM staff, Riverside and San Diego counties, and federal agencies and partners led to the reclassification of the federally listed Stephens’ kangaroo rat from endangered to threatened. This significant conservation success showcases the power of teamwork and dedication to preserving wildlife habitat.

Gannon also designed and maintained several fuel breaks that not only prioritized natural resources but enhanced community protection. In July 2024, one of these fuel breaks helped prevent the Nixon Fire in the Beaty Mountain Wilderness from reaching the communities of Anza and Chihuahua Valley.
Gannon understands the vital role that partnerships play in effective land management, and he regularly engages in coordination meetings with CalFire Units, local counties, and conservation organizations. His commitment to environmental stewardship shines through his contributions to initiatives focused on Joshua Tree conservation, invasive weed mitigation, and county conservation programs, ensuring that the California Desert District remains at the forefront of understanding local species and habitats.
Beyond his impactful work in fuels management, Gannon spearheads Emergency Stabilization and Rehabilitation efforts for areas affected by wildfires. His dedicated work has included not only repairing damage caused by wildfire suppression activities but also rehabilitating burned areas and facilitating long-term restoration efforts.
Gannon’s leadership, visionary approach, and commitment to collaboration have set a standard within the BLM, fostering a culture of stewardship that inspires those around him. This award recognition is a testament not only to his personal achievements but also to the lasting positive impact he has made on the landscapes he manages and the communities he serves.
The Ed Hastey Stewardship Award is named for Ed Hastey, BLM California’s longest-serving state director, whose nearly four-decade career left a lasting legacy of conservation, collaboration, and public service. Known for his visionary leadership, Hastey helped shape the agency’s culture of partnership and stewardship that continues to guide BLM’s work today.
