Subject:           New 43 CFR 3809-Plan of Operations Case Type Codes in LR2000

Program Area: Mining Law Administration, Surface Management

Purpose: To provide instruction on the use of new 43 CFR 3809-plan of operations case type codes in LR2000.

Policy/Action:  The LR2000 Case Recordation case type code (DE 2912) 380910 is revised and split into three new case type codes. This change is necessary to differentiate 3809 plans of operations by activity. The existing code 380910 Surface Mgt-Plan is replaced by the following new codes: 380910-Surface Mgt-Plan Mining, 380911-Surface Mgt-Plan Exploration, and 380912-Surface Mgt-Plan Ancillary. Full descriptions of the codes are found within Attachment 1-Revised 3809 Case type Codes for LR2000 Case Recordation.

The use of these codes is mandatory for all new and open (all statuses except closed) 43 CFR 3809 plans of operations. When updating the LR2000 database for annual inspections of plans of operations (case type 380910) or for any other purpose, Field Offices are instructed to determine which of the new 3809 case type codes is most appropriate and make the necessary revisions to the case type within the LR2000 database.

Budget Impact: Changes to the LR2000 database will be made during the course of normal business, therefore no budget impact is expected.

Background: The Government Accountability Office (GAO) recommends that the BLM “create new codes in its LR2000 database distinguishing between different types of mine plans to help track the length of time to complete the mine plan review process.”[1] The BLM concurred with this recommendation and has revised the single case type code 380910 into three new codes. These new codes will allow BLM to differentiate between types of activities for statistical and tracking purposes.   

Pages of Manual/ Handbook Sections Affected: BLM Handbook “Surface Management” H-3809-1, pages 13-2 and 13-15 reference case type 380910. These references should be interpreted to mean “380910, 380911, and 380912.” 

Instruction Memorandums Affected: None.
