Subject: New Program Measures and Elements 

Program Area:  Wild Horses and Burros Division

Purpose:  This Instruction Memorandum (IM) introduces the new Program Measure, two new Program Elements, and a change in the reportable units of accomplishment for Program Element JJ.  These changes have been made to allow separation and identification of costs, and units of accomplishment associated with Wild Horse and Burro (WHB) population growth suppression actions.          

Policy/Action:  Beginning in fiscal year 2012, the following changes are in effect, and must be used for cost-coding, reporting unit of accomplishments, and out-year planning.

New Program Measure – Cumulative Number of Herd Management Areas (HMAs) Where Population Growth Suppression Techniques were Conducted

At the beginning of the fiscal year, all State/Field Offices must report, in the Management Information System, the total number of HMAs to be treated by the end of the fiscal year. Quarterly, State/Field Offices shall report the number of HMAs where active treatments have been applied.

New Program Element KF – Gather/Treat WHB

Program Element KF applies to the number of animals gathered for the primary purpose of treatment with limited removal, and returned to the range.  Costs associated include contracts for gathers; labor and supplies necessary to conduct gathers; hosting public and media at gathers; sorting; providing medical care (such as blood work for genetics, disease, etc.); equipment rental for gathers; costs of shipping animals from capture site to facilities and back to the range for release; data entry and National Environmental Policy Act analysis/decisions related to gathers; as well as outreach or environmental education performed in support of this workload.

New Program Element KG – WHB Population Growth Suppression

Program Element KG applies to the number of animals treated to reduce annual population growth.  Reportable units are the number of females treated with fertility control, and the number of animals sterilized (mares spayed chemically or physically as well as stallions gelded) and returned to the range as a non-reproductive herd component.  Costs associated include purchasing of pellets (drug to be applied to mares); contracts for veterinarians to geld or spay animals; travel and labor for fertility control applicators; supplies necessary for treating, sorting, care and providing such items as equipment rentals; shipping costs from capture site to facilities; releasing back to the range; and data entry.

Change to Program Element JJ – Gather/Remove Wild Horses and Burros

Program Element JJ has been modified to report the number of animals gathered for the primary purpose of removal and placing in the adoption system or long-term facilities, including foals and animals that die at the capture site.

Timeframe:  Effective immediately.

Budget Impact:  None

Background:  Population growth suppression is a critical component of WHB management and the BLM’s resource protection and management strategies.  Prior program elements did not allow the separation and identification of cost associated with population growth suppression efforts and units of accomplishment.
