Subject: Telework Policy
Program Area: Telework
Purpose: This policy updates the Bureau of Land Management's(BLM) supplemental telework policy to include the Information Technology (IT) Security Liability Acceptance Policy. Policy/Action: This policy is designed to promote telework as a flexibility for managers and employees, to enhance the recruitment and retention of a high-quality diverse workforce, assist in employingand accommodating individuals with temporary disabilities or continuing health conditions, reduce traffic congestion and commuting costs in major metropolitan areas and to compliment Continuity of Operations plans. It also ensures that employees who telework are complying with IT security guidelines. Employees who are currently or will be teleworking are required to submit the IT Security Liability Acceptance Policy to their supervisor for certification to ensure the safety of Government equipment and records while teleworking.
Timeframe: This policy is effective immediately.
Budget Impact: The budget impact for this program is minimal.
Background: Section 359 of Public Law 106-346 states that each Executive agency shall establish a policy under which eligible employees of the agency may participate in teleworking to the maximum extent practical without diminished employee or organizational performance. Bureaus/Equivalent Offices must remove managerial, logistical, organizational, or other barriers to fulfill implementation and successful functioning of the telework program and to afford eligible employees the opportunity to telework. The Information Resources Management (IRM) Directorate (WO-500) also wants to ensure that employees who are teleworking understand their responsibilities with respect to protecting and securing Government equipment and records.
