Sunsetting the use of the Casefile Location and Borrower Information System (CLABIS) on September 30, 2016, Sole use of LR2000 begins October 1, 2016

Information Bulletin

The purpose of this Information Bulletin is to cease the use of CLABIS for tracking Lands and Mineral casefiles on September 30, 2016, and to begin the sole use of LR2000 for casefile location tracking.  The LR2000 program allows all employees the ability to track the location of a casefile at any time, and from any office.

Originally developed in the1990s by the Bureau of Land Management (BLM) Alaska State Office and modified to be used by the Lower 48 states, CLABIS is a system that was adopted by the BLM Idaho State Office (ISO) for the Information Access Center to assign, distribute and track Lands and Mineral casefiles.  Over time the system has undergone many changes and upgrades, including being modified from a dBase program into a Microsoft Access 2010 program.  Impending upgrades of Microsoft Office and Access 2016 will no longer work with the Microsoft Access 2010 CLABIS interface and CLABIS will no longer be accessible.  The BLM has determined that CLABIS will not be upgraded to make it compatible with the Microsoft Office and Access 2016 system because: 1) CLABIS is not a nationally supported system, and 2) LR2000, which is a nationally supported system, currently provides for casefile location and tracking.

The LR2000 system, which is used throughout the BLM (with the exception of Alaska) and periodically updated by the National Operations Center, is capable of tracking the location of casefiles using specific action codes.  The ISO Docket and field office Land Law Examiners have been successfully using LR2000 to track casefiles for over a year.  The ISO Docket has continued to use CLABIS for the sake of comparison and has determined that the use of CLABIS is an unneeded duplicative effort for casefile tracking.

Beginning on October 1, 2016, LR2000 must be used to track all Lands and Mineral casefiles.
