The United States Department of the Interior, Bureau of Land Management and California Department of Fish and Game completed a Management Plan for the Headwaters Forest Reserve in 2004. This document will likely guide the management of Headwaters for the next 15-20 years. Documents associated with this management plan can be downloaded below.
Three themes emerged from this planning process as key to the management and protection of Headwaters: restoration, research, and recreation/education. Partnerships are critical for the BLM's management in all three of these areas of focus.

Headwaters Plan Amendment
On August 24, 2015, the BLM initiated a public scoping period for an amendment to the Headwaters Resource Management Plan (RMP). This amendment would specifically address the forest restoration section of the RMP. On September 1, 2015, the BLM hosted an open house at the Arcata Field Office to provide an opportunity for the public to interface with the BLM regarding this amendment. The public scoping period for this amendment closed on September 23, 2015. During the next step in this process, the BLM will produce a draft amendment for public review. The BLM anticipates releasing this draft in Spring 2016.
