Authority: This information is solicited under the authority of 43 U.S.C. 1601 (Alaska Native Claims Settlement Act), 43 U.S.C. 1701 (Federal Land Policy and Management Act), 42 U.S.C. 4601 (Uniform Relocation Assistance and Real Property Acquisition Policies Act), The Act of April 25, 1812 (2 Stat 716) and the various statutes as listed in the regulations in chapter II of title 43 and chapter II, subchapter C, of title 30 of the Code of Federal Regulations.

Purpose: The primary purpose for collecting the requested information is to facilitate the processing of land status research, management and administration of claims or applications for minerals mining, oil and gas, and renewable energy leasing. BLM land status data includes land and mineral use authorizations (permits, oil and gas leases, rights of ways, and mineral leases), land title (exchanges, acquisitions, conveyances), and segregation (withdrawals and classifications) extracted from the BLM's case files used to record BLM’s management, use and disposal of National Resource lands and resources.

Routine Uses: This information may be disclosed to agencies, organizations or persons for authorized purposes as follows: To appropriate Federal agencies when concurrence or supporting information is required prior to granting or acquiring a right or interest in lands or resources; to Federal, State, or local agencies or a member of the general public in response to a specific request for pertinent information; Department of Justice (DOJ), a court or an adjudicative or other administrative body, for legal proceedings; to Federal, State, territorial, local, tribal or foreign law enforcement authority when there is a violation or potential violation of law; and to the Department of the Treasury to effect payment to Federal, State, and local government agencies, nongovernmental organizations, and individuals. The BLM will only disclose this information in accordance with the Freedom of Information Act, the Privacy Act, and the provision in 43 CFR 2.56(c). INTERIOR/LLM-32 is currently being updated to combine three previously published SORNs – INTERIOR/BLM-03, Mineral Lease Management; INTERIOR/BLM-04, Coal Lease Data System; and INTERIOR/BLM-06, Mineral Surveyor Appointment File – and to incorporate new Federal government-wide requirements in accordance with OMB Circular A-108. This consolidated notice will be published under an umbrella system of records, INTERIOR/BLM-32. All BLM applicable SORNs identified above may be viewed at https://www.doi.gov/privacy/doi-notices.

Disclosure: Individuals and corporations voluntarily provide information when researching and applying to use or lease federally managed lands. The Mineral & Land Records System (MLRS) contains the names, addresses, interest relationships and percent interest for individuals, government entities, entrepreneurs, and other business entities holding permits, leases or other authorizations to use public lands. If all or part of the requested information is not provided this may delay or prevent the processing of a permit or application.
