Purpose:

This Instruction Memorandum (IM) renews expired IM No. NV-2014-014 requiring
State Director review and approval of all proposed modified competitive sales or direct sales
prior to being processed by the Field Office Lands and Realty Staff.

Policy/Action:

All proposed modified competitive sales or direct sales will be reviewed and approved by the State Director prior to being accepted and processed by the BLM Nevada Field Offices.

This review and approval establish that the method of sale proposed by the Field Office is supported by sound rationale and meets the requirements of the law and regulations under which the lands would be sold.

Field Offices are required to submit a request (see attached example) that documents by legal description and map the parcel(s) proposed for sale, contains the rationale for not offering the parcel(s) through competitive bidding procedures, and is consistent with the guidance provided in WO IMs 2002-143 and 2003-259.

Timeframe:

Effective immediately.

None

Background:

Nevada State Office Lands and Realty Program is renewing this IM to establish
that the sales are in the public's best interest, as well as provide consistency in implementing the
sales regulations.
