Subject:           Legacy Rehost System 2000 (LR2000) Data Standard Change for Use of Commodity Code 969 for Rights-of-Way (ROW) Associated with Oil & Gas Operations                                            

Program Area: ROW Management and Land Use Authorization Management.

Purpose: The purpose of this Instruction Memorandum (IM) is to improve the Bureau of Land Management’s (BLM) ability to track ROW authorizations associated with oil and gas operations.  The IM transmits new data standards for ROW grants authorized under Title V of the Federal Land Policy and Management Act (FLPMA), Section 28 of the Mineral Leasing Act (MLA), and the Trans-Alaska Pipeline System Act (TAPSA). 

Administrative or Mission Related:  Mission.

Policy/Action: The BLM will use the 969 commodity code in LR2000 for all new and pending ROW grants associated with oil and gas operations authorized under FLPMA, the MLA, and TAPSA.  Furthermore, any new actions (amendments, assignments, renewals, and partial or full relinquishments) on existing authorizations require a change of commodity code when they are processed, as well as any casefile that receives a compliance check after the issuance of this IM. 

Some examples of FLPMA ROWs that may be associated with oil and gas operations are powerlines, roads and communication sites, where these facilities serve a pipeline, wellpad, or other oil and gas facility.

One way to determine if a FLPMA ROW is associated with oil and gas operations is if the FLPMA ROW is included in the National Environmental Policy Act (NEPA) documentation for the oil and gas facility as a connected action.  Another way to know that a FLPMA ROW is associated with oil and gas is if it would never have been built if not for the facility.

Budget Impact: Minimal.  The application of this policy will require minimal field labor hours to input new commodity codes for new applications or pending actions on existing records. 

Background: The BLM’s Land Data Standards can be accessed, via the Intranet, at https://blmspace.blm.doi.net/oc/intra/dirm/Documents/Lands_and_Realty_Data_Standards.pdf.  The section on ROWs provides a list of commodity codes to be used when entering new cases into LR2000.   One of the available commodity codes is 969, for oil and gas facilities.

Pages of Manual/ Handbook Sections Affected: The WO will coordinate with the National Operations Center to ensure that the attached new data standards are incorporated into the consolidated data standards.
