Subject:  Land Use Plan Boundaries Spatial Data Standard Version 3.0

This Information Bulletin announces the availability of a newly revised Land Use Plan Boundaries Spatial Data Standard. The data standard defines how this type of data is to be captured in a Geographic Information System (GIS), defines attributes used, and defines coding schemes (domains).

This dataset represents boundaries established for various Land Use Planning activities including Resource Management Plans (RMPs) and Resource Management Plan Amendments (RMPA).

Use this dataset for depicting Land Use Plan Boundaries on maps and determining what plans apply to an area. Use polygons created from the data for various analytical purposes, including clipping data and calculating acreage.

Emphasis of changes made were to capture and deliver information to the national Land Use Planning (LUP) Area Boundaries national data standard. Activity Plan Boundaries will become a separate data standard to be released in the future.

The following changes were applied:

  • Name of standard changed from Planning Area Boundaries.
  • Removed all discussion of Activity Plan Boundaries from standard, including AVY_PLAN_POLY and AVY_PLAN_ARC.
  • Added LUP_PHASE_TBL
  • Added CREATE_DATE, CREATE_BY, MODIFY_DATE, MODIFY_BY to LUP_CRNT_ARC, LUP_PRGS_ARC, and LUP_HIST_ARC
  • Added LUP_ID, LUP_CYCLE, LUP_CYCLE_ID, LUP_EFRT_TYPE_CD, LUP_PRRTY_CAT_CD, PLAN_EVAL_DT, ACTL_EVAL_DT, EVAL_RSLT_NM, CREATE_DATE, CREATE_BY, MODIFY_DATE, MODIFY_BY to LUP_CRNT_POLY, LUP_PRGS_POLY, and LUP_HIST_POLY
  • Added document revision tables to the header, as needed.
  • Added an automatic linked table of contents.
  • Updated the state data steward listing.
  • Updated the records retention schedule sections to reflect that they are system centric themes that must be permanently retained.
  • Updated the sponsor listing.
  • Incremented the version number and modified file name for consistency.
  • Updated attribute definitions for many of the topic specific attributes for this theme.

Updates to the data schema is to be applied to the corporate spatial data system where the data can be edited by approved personnel following established procedures and are available for display and analytical purposes by all users.

The draft data standard was issued for internal review and comment prior to this IB. To see comments and responses of that review, contact Eric Hiebenthal, State Data Administrator, at 503-808-6565, or by email at ehiebent@blm.gov.
