The purpose of this Instruction Memorandum (IM) is to establish a point of contact to submit your nominations for outstanding visitor services/partnership/recreation employee as instructed in Washington Office IM No. 2004-098. The nominations will be used in selection of the BLM Legends Honoree at the Annual Great Outdoors Award Ceremony, hosted by the American Recreation Coalition and the Recreation Roundtable, during Great Outdoors Week, June 7-11, 2004, in Washington, D.C. The Great Outdoors Award honors special Americans whose own personal efforts have enhanced opportunities for others to enjoy America’s vast public land resources and priceless outdoor recreation heritage. I highly recommend that your office submit one or more nominations for this award. Please submit nominations to Steve Smith of my staff by March 12, 2004.

Nominations should include nominee’s address, phone number, fax number, e-mail address, photograph, and a two-page narrative addressing the following criteria.

-Demonstrate outstanding performance in implementing community-based stewardship having broad public interest to meet America’s growing and changing visitor services, recreation, travel, tourism needs;
-Promote an outdoor ethic for the public lands and waters as an essential part of life;
-Develop recreation, visitor services, travel, and tourism opportunities that foster dignity, independence, and social integration for all participants; and,
-Preserve and enhance the BLM’s natural, cultural, and recreational resources through innovative and successful partnerships.
