February 25, 2015 EMS TRANSMISSION: 2/26/2015 Instruction Memorandum No. WY-2015-027 Expires: 09/30/2016 To: District Managers and Deputy State Director, Support Services From: Associate State Director Subject: Vegetative Material Negotiated Cash Sale Contract DD: 3/16/2015 Form 5450-5 Program Area: Forestry Purpose: This Instruction Memorandum (IM) announces the availability of the updated Bureau of Land Management (BLM) Vegetative Material Negotiated Cash Sale Contract, Form 5450-5; the method for disposal of outdated forms; and the controlled distribution and use of this new form. Policy/Action: Washington Office IM No. 2015-035 was issued on January 14, 2015 announcing the revised BLM Form 5450-5 for sales of vegetative materials from designated BLM-managed lands. The form retains the same form number, all mineral related information has been removed and minor clarifications made. The revised form supersedes all previous versions of Form 5450-5, Vegetative or Mineral Material Negotiated Cash Sale Contract ($2,499 or less for vegetative materials) ($2,000 or less for mineral materials) for sales of vegetative materials. All existing 5450-5 forms will be sent to the BLM Wyoming State Office, Attn: Rhonda Sutherland, Records Manager for recording of the permit numbers and appropriate disposal. As per IM No. WY-2014-018, Form 5450-5 is only to be used in field situations. In Wyoming, the Forestry Program is responsible for all vegetative sales. Ordering and distribution of the new Form 5450-5 will be limited to the BLM Wyoming State Forestry Lead, with distribution to the Field Foresters. Timeframe: Effective immediately. All outdated Form 5450-5 books need to be sent to the BLM Wyoming Records Manager by March 16, 2015. The new forms have been ordered and will be distributed when they are received. Background: The previous dual purpose Form 5450-5 authorized the removal of both vegetative and mineral materials. The newly revised Form 5450-5 authorizes the removal of vegetative materials only. For sale of mineral materials, please use Form 3603-10 MINERAL MATERIAL NONEXCLUSIVE CASH SALE CONTRACT (See IM No. 2014-152). The BLM uses the Form 5450-5 to document and authorize sales of vegetative materials from designated BLM managed lands. Manual/Handbook Sections Affected: The current policy in BLM H-5000-1 and H-5400-1 addresses appropriate use of this form. The BLM will incorporate any additional policy and instruction as necessary during the next revision. Coordination: This IM has been coordinated with the Division of Forestry, Range, Riparian and Plant Conservation (WO-220), the National Support Programs Section (OC-652), the Division of Support Services, Information Access and Assurance (WY 952), District Resource Advisors and Field Foresters.
