Subject: Collateral Duty Safety Officers

Program Area:  Safety and Occupational Health

Purpose:  The purpose of this Instruction Memorandum (IM) is to restate the position that Collateral Duty Safety Officers (CDSO) will remain in the field for a minimum term length.  Fully-trained CDSOs are needed in all Idaho offices; however, this can become very expensive with some CDSO positions changing every 1 to 2 years. 

Administrative or Mission Related:  Administrative.

Policy/Action:  The following policy will continue:

• Personnel performing the duties as a CDSO will occupy the role for a minimum of a 5-year rotation.  CDSO’s receive full training and this minimum term will ensure the effective use of our investment in the training.

The CDSOs will be trained to meet the qualifications defined in Departmental Manual 485, the Bureau of Land Management Manual H-1112-1, and OSHA 29 CFR 1960.58.  Managers will develop Individual Development Plans (IDPs) for safety training for CDSOs to meet their core competency training requirements as noted in the Department of the Interior Safety Training and Position Competencies Guidebook (see link below).

Timeframe:  This policy is effective immediately.

Background:  The role of the CDSO continues to be very important since full time safety officers (SO) are not able to be at all detached field offices on a daily basis.  Having a knowledgeable person, trained in all areas of safety to assist the SO with the management of the Safety and Occupational Health Program, is essential and required by the Department. 

Manual/Handbook Sections Affected:  Departmental Manual 485 and Bureau Manuals 1112 and H 1112 1, establish the requirements for maintaining a staff of safety and health professionals and collateral duty safety officers at appropriate levels within the Department.
