Subject:    WOIM 2007-168, Request for Modified or Missing Oil and Gas Operations Report (OGOR) from the MMS

Program Area:  Fluid Minerals (Subactivity 1310)

Purpose:  This Instruction Memorandum (IM) modifies the requirements in the subject IM, by requiring that one additional copy of all correspondence be provided to the BLM California State Office in Sacramento.
 
Policy/Action:  Field Office Managers are hereby directed to provide one (1) courtesy copy of all 3 types of correspondence described in the subject IM to the office of the Deputy State Director for Energy and Minerals (attn: Kenneth Chan):

     1.    Letter notifying operator(s) of production discrepancies;
     2.    Memorandum requesting amended OGOR’s; and
     3.    Memorandum requesting missing OGOR’s.

For the purpose of improved communication on issues related to Inspection and Enforcement workload and production accountability, it is critical that state office program staff be aware of special correspondence related to reporting discrepancies. Because this information will not be tracked in the Automated Fluid Minerals Support System (AFMSS), it is all the more important that this office be aware of these types of special requests. 

Timeframe:  Implementation will begin immediately upon issuance.

Budget Impact:  None.

Background:  WOIM 2007-168 provided clarification and revised policy on the procedures to follow to request modified OGOR(s) when discrepancies are identified during production accountability inspections, or when missing OGOR(s) are identified. Since the IM precludes tracking of operator correspondence using AFMSS or other Bureau data management system, this additional requirement will assist the state office in tracking the frequency and rationale for requesting supplemental production information from operators. 

Manual/Handbook Section Affected:  The Inspection and Enforcement Handbook shall be updated to incorporate the revised guidelines outlined in the subject IM.
