Subject:           Update to Bureau of Land Management (BLM) Letterhead

Program Area:  Communications.

Purpose:  This Instruction Memorandum (IM) describes the new standards for BLM preprinted and on-demand laser printer generated letterhead.  Letterhead is the official form of stationery for BLM correspondence and similar material.

Administrative or Mission Related:  Administrative.

Policy/Action:  The BLM uses its triangle emblem and the Department of the Interior seal on all letterhead and lists Grand Junction, Colorado, as its headquarters.  Appropriate design elements have been included for consistent and easy recognition.

The following specifications are now in effect for BLM letterhead:

  • The official seal of the Department of the Interior will be 1 inch (2.54 cm) in diameter and appear in the upper left corner of the page, one-half inch (1.27 cm) from the top, and three quarters of an inch (1.905 cm) from the left side.
  • The BLM modified-triangle emblem will appear in the upper right corner of the page, ½ inch (1.27 cm) from the top and ¾ inch (1.905 cm) from the right side.
  • The standard heading, “United States Department of the Interior,” will be centered at        8 ½ inches (21.59 cm), left to right in one line, and on the top line.  It will be in set in Times Roman, upper and lower case, 18-point font size, and positioned ¾ inch (1.905 cm) from the top of the page.
  • The subsequent line will be two spaces below the Department of the Interior heading.  It will contain the heading, “BUREAU OF LAND MANAGEMENT.”  It will be set in Times Roman, upper case, centered, and in 12-point font size.
  • The following two lines will contain “Grand Junction, Colorado 81506,” and “http://www.blm.gov.”   Both lines will be set in Times Roman, upper and lower case, centered, and in 12-point font size.
  • The letterhead will be printed with blue ink, printed on 8 ½ by 11-inch recycled paper.
  • All existing stock of preprinted BLM letterhead should be exhausted before new letterhead is ordered.  On-demand laser printer-generated letterhead should be converted to the new standard immediately.

Timeframe:  This IM is effective upon receipt.

Budget Impact:  The application of this policy will have no impact on the budget.

Background:  Design specifications are based on guidance contained in the Department of the Interior Departmental Manual, 314 DM 6, Letterhead Stationery. 

Manual/Handbook Sections Affected:  None.

Coordination:  This IM has been coordinated with the Headquarters Communications (HQ-600).
