Subject:           Availability of Revised Bureau of Land Management Forms 4130-1, 4130-1a, 4130-1b, 4130-3a, 4130-4, and 4130-5

 

Program Area:  Grazing Administration

Purpose:  This Instruction Memorandum (IM) announces the availability of the renewed Bureau of Land Management (BLM) Forms 4130-1, 4130-1a, 4130-1b, 4130-3a, 4130-4, and 4130-5.

Policy/Action:  All field offices must use the updated Forms 4130-1, 4130-1a, 4130-1b, 4130-4, and 4130-5 with a June 2015 edition date and an October 31, 2017, expiration date.  The Office of Management and Budget has approved the renewal of these forms with the new expiration date of October 31, 2017.  Dispose of both paper and electronic copies of the previous version of these forms (February 2012).  The updated forms are available in a fillable and savable Adobe Acrobat “portable document file” (.pdf) on the BLM’s External Forms website at http://www.blm.gov/noc/st/en/business/eForms/4000-4999.html.

The Form 4130-3a, Grazing Application-Grazing Schedule, is an automated grazing application generated by the BLM staff from the BLM’s Rangeland Administration System (RAS).  The BLM provides a paper copy of this form to permittees and lessees to apply for adjustments in grazing use within the terms and conditions of existing permits or leases, and to determine the amount of grazing fees.  It also has an October 31, 2017 expiration date.

Timeframe:  This IM is effective immediately. 

Budget Impact:  None

Background:  The BLM uses these forms to collect information required to process applications for grazing preference transfers, grazing permits and leases, exchange of use authorizations and to document actual use information (see 43 CFR Part 4100).  The BLM has used these or similar forms to collect this type of information for the last several decades.
