Subject: Bureau of Land Management Notification and Reporting Requirements for
GS-0401 Fire Program Management Employees

Program Area: Fire Management Specialist Positions

Purpose: This Instruction Memorandum (IM) provides notification and reporting requirements for the GS-0401 Fire Management Specialist employees reported as not meeting the qualification requirements. Change 1 to the original IM extends the expiration date as well as addresses the new and additional reporting dates for the quarterly reports.

Policy/Action: Human Resource Offices (HROs) will certify that the information contained in the employee’s Individual Development Plan (IDP) will meet the Office of Personnel Management (OPM) requirements, if completed as planned.

All employees who have been determined as not currently meeting the basic qualification requirements for their position must meet the requirement for the GS-0401 Fire Management Specialist position by close of business October 1, 2010. The OPM has previously extended the compliance period from October 1, 2009 to October 1, 2010. Employees who do not meet the basic qualification requirements by October 1, 2010, will be removed from their position.

State/Center HROs need to work with the supervisors and employees to keep apprised of the progress of the affected employees. HROs must submit reports on a quarterly basis. These reports will be submitted via email to Cindy Pogue at the National Interagency Fire Center (NIFC), consolidated and forwarded to the Human Capital Management Directorate (WO-700), Department of the Interior Human Capital Office and Office of Personnel Management.

Timeframes: Quarterly status reports for impacted employees are to be submitted no later than the following dates: July 1, 2009, October 1, 2009, January 1, 2010, April 1, 2010, July 1, 2010 and October 1, 2010.

Budget Impact: The budgetary impact is minimal.

Manual/Handbook Sections Affected: None.
