Information Bulletin No. WY-2019 - 007

To:         District Managers

From:        State Director

Subject:     Wyoming 2019 Wildland Fire Preparedness Reviews    DD:  6/14/2019

Program Area:  Wildland Fire Preparedness

Purpose:  The 2019 Interagency Standards for Fire and Fire Aviation Operations (Red Book), Chapter 2, requires pre-season Wildland Fire Preparedness Reviews be conducted by Bureau of Land Management (BLM) Managers at National, State, District, Field Office and/or Resource Area level annually.

Policy Action:  In Wyoming, individual State Office led District Wildland Fire Preparedness Reviews rotate annually, with the state-wide national review every fourth year.  For 2019 a review will be conducted in the High Desert District  by the Wyoming Office of Fire and Aviation (WY-914).  This review will begin June 12, 2019.  A final itinerary will be sent to the High Desert District prior to the review.

Reviews will be completed using the standard Fire and Aviation Preparedness Review Guide and Checklists, which can be viewed and/or downloaded at:

https://www.nifc.gov/policies/pol_ref_intgncy_prepcheck_BLM.html

Richard Putnam, State Fuels Lead, will be team leader for the 2019 High Desert District review.  The success of this review depends on the support from the District Office and the Wyoming State Office.  The State Office Fire staff has solicited nominees for the review team in the following subject matter areas:

  • Line Management
  • Fire Management
  • Fire Operations
  • Incident Business
  • Fire Safety
  • Fire Training
  • Radio Program
  • Aviation Management
  • Warehouse/Fire Facilities
  • Dispatch Operations

All per diem and any overtime accrued for BLM team members of the State Office led Review Team will be paid by the Wyoming Office of Fire and Aviation (WY-914).

Additionally, the High Plains District and Wind River/Big Horn Basin District must complete an internal review of their respective programs and submit completed Preparedness Review Checklists, Commendations and Recommendations, and Corrective Action Plans to WY-914 by June 14, 2019.  District Fire Management Officers are encouraged to enlist the aid of experts from adjoining Fire Management Units to assist in these reviews.

Any questions regarding these reviews should be directed to Richard Putnam, at (307) 775-6443.

Timeframe:  Effective immediately. Line Officers will ensure that preparedness reviews
are conducted within areas of their responsibility and they are aware of the results prior to
June 14, 2019.

Budget Impact:  Costs may be incurred as a result of conducting the various State and Unit level preparedness reviews.  Costs should be considered a standard part of providing oversight for wildland fire management programs at the State and Unit level and covered within current budget allocations.

Manual/Handbook Sections Affected:  None. Direction follows that outlined in the Interagency Standards for Fire and Fire Aviation Operations (Red Book), Chapter 2.

Contact:  For questions related to this memorandum, contact Richard Putnam, State Fuels Lead, at (307) 775-6443 or Paul Hohn, State Fire Management Officer, at (307) 775-6086.
