Subject: Release of the Full Dataset and Revised Final Report for the Wyoming Basin (WYB) Rapid Ecoregional Assessment (REA)
    
Purpose: This Information Bulletin (IB) acknowledges the availability of all the data-related products used in and produced by the WYB REA. These REA products are released for internal and external use subject to proprietary data restrictions and the disclaimer described below (see Disclaimer). A revised Version 2 of the final report will also be released along with this dataset.

Background: REA reports and associated geospatial data represent regional scale information and models about resources and change agents. This information is non-decisional but does provide context for cross-jurisdictional, multi-scale resource discussions, potential future conditions, and the basis to prioritize additional information needs. 

Information availability:

REA Report
The peer-reviewed REA report which describes the data-related products used in and produced by the REA will be available on the Landscape Approach Data Portal (https://landscape.blm.gov/geoportal).  Certified datasets and related products may be released prior to the report announcement.

REA Data-Related Products
Attachment 1 describes the REA data-related products released with this IB and provides a hyperlink to the online Landscape Approach Data Portal where data products can be accessed. Within the portal, data, models, map services and other derived products can be found through browsing by category or searching keywords. Additional data-related products will be added to the REA Data Portal as they become available for release.

Internal Access - BLM:
The Bureau of Land Management (BLM) access to the data-related products will be through the Bureau’s Enterprise Geographic Information System (EGIS) and the Landscape Approach Data Portal (https://landscape.blm.gov/geoportal). The entire organization will have the ability to discover, analyze, use, and share all non-proprietary information.

External Access:  - All public users:
Data-related products approved for release will be available to the public through the Landscape Approach Data Portal (https://landscape.blm.gov/geoportal). This portal will provide access to mapping products, certified data, models, and derived products. The metadata will be posted in Federal Geographic Data Committee nodes to allow harvesting of the data through nationally recognized geospatial portals.

The following disclaimer statements are applied to the BLM data generated under contract for the Rapid Ecoregional Assessment.  For Public records (external distribution) and those discretionary/enhanced records (electronic products available for online viewing and/or hardcopy output available to the public) the following disclaimers shall be used: 

Access Constraints: None. The data is considered public domain.

Use Constraints: This data is provided by the BLM “as is” and might contain errors or omissions. The User assumes the entire risk associated with its use of this data and bears all responsibility in determining whether the data is fit for the User’s intended use.  The information contained in the data is dynamic and may change over time.  The data is not better than the sources from which it was derived, and both scale and accuracy may vary across the data set.  The data might not have the accuracy, resolution, completeness, timeliness, or other characteristics appropriate for applications that potential users of the data may contemplate.  The User is encouraged to carefully consider the content of the metadata file associated with this data.  This data is neither legal documents nor land surveys, and must not be used as such.  Official records may be referenced at most BLM offices.  Please report any errors in the data to the BLM office from which it was obtained.  The BLM should be cited as the data source in any products derived from this data.  Any Users wishing to modify the data should describe the types of modifications they have performed. 

The User should not misrepresent the data, nor imply that changes made were approved or endorsed by the BLM.  This data may be updated by the BLM without notification.
