Subject:           Availability of Manual Section 1105, Donations, Solicitation, and Fundraising

This information bulletin (IB) announces the release of Manual Section 1105, Donations, Solicitation, and Fundraising. This new policy affects diverse BLM programs.

The new manual section provides a national framework for conducting donation-related activities throughout the BLM and fulfills the BLM’s mandate to step down the Department of the Interior’s donations policy (Departmental Manual Part 374, Employee Responsibilities and Conduct; Chapter 6).  The policy addresses key BLM-specific policy gaps, clarifies donation-related issues, improves the BLM’s accountability, and fosters consistency while upholding the principle that integrity, impartiality, and public confidence in the BLM are key considerations in the acceptance of donations.

The new policy–

  • Identifies the BLM’s authority for accepting/soliciting donations;
  • Establishes roles and responsibilities for oversight of the BLM’s donation-related activities;
  • Identifies the BLM’s delegations of authority for accepting and soliciting donations of various values;
  • Establishes BLM policy and procedures for evaluating, accepting, soliciting, accounting for, documenting, and recognizing donations;
  • Defines key terms and clarifies what a donation is, and what it is not;
  • Provides guidance on fundraising by others on the BLM’s behalf; and
  • Compiles tools, e.g., checklists, forms, sample letters, to assist with BLM donation-related activities
