Subject:           National Rangeland Inventory, Monitoring, and Evaluation Report                      DD: 08/30/2019

The following information is requested to collect data for Fiscal Year (FY) 2018 Rangeland Inventory Monitoring and Evaluation (RIME) Report.

The RIME report must be completed according to the policy contained in the Bureau of Land Management (BLM) Handbook H-4400-1 (Release 4-98 and 4-100), the BLM Handbook H-4180-1 (Release 4-107, dated January 19, 2001).

The RIME report contains five tables. State and Field offices will only need to supply data for
Tables 1, 3, and 5.

Table 1 - Provides data on monitored rangeland trend.

Table 2 - Information needed to complete Table 2 will be obtained from the RangelandAdministration System (RAS).

Table 3 - Provides information on allotment monitoring.

Table 4 - Information needed to complete Table 4 will be obtained from RAS.

Table 5 - There are two versions that require completion:

  • RIME Report Table 5 (Attachment 1) contains data on achievements and non-achievements of the BLM’s Fundamentals of Land Health.
  • The FY 2018 Land Health Evaluations (Attachment 2) reports data by allotment, (similar to the pre-2013 RIME Table 7). Table 5 (Attachment 2) requires and will provide information for land health evaluations completed only during FY 2018.

Field and State offices should complete the RIME Report Tables, as outlined above, for inclusion in the final FY 2018 RIME report.  State Rangeland Management Program Leads or State Inventory and Monitoring Leads will need to consolidate the field office data into the RIME Report Tables in Attachments 1 and 2, and email the completed RIME Report Tables to Mike “Sherm” Karl at mkarl@blm.gov.

In summary, the Field and State offices will only need to submit data for some of Table 1, Table 3, and Table 5, (Attachments 1 and 2).

The due date for state submissions is August 30, 2019.
