Subject:           The Bureau of Land Management Information Technology Strategic Plan 2019-2024

This Information Bulletin (IB) formally transmits the approved Bureau of Land Management's (BLM) Information Technology Strategic Plan 2019–2024 (the Plan). The Plan is based upon strategic goals and objectives that will provide Information Technology (IT) services and support to the BLM in the service of its mission while also fulfilling the provisions of the Federal Information Technology Acquisition Reform Act of 2014 (FITARA), Clinger Cohen Act of 1996 (CCA), and Government Performance and Results Act of 1993 (GPRA).

As described in the Information Technology Strategic Plan 2019–2024, the BLM is committed to providing IT equipment, applications, support, services, and innovative solutions that: enable BLM employees to collect, report, analyze, and share land and resource data; streamline business processes and transactions with internal and external customers; and provide transparency and accessibility of information and services to all stakeholders.

The Plan was developed in collaboration with BLM staff, partners, and stakeholders, all of whom have contributed to the final product. Several interdisciplinary BLM teams, representing a range and diversity of BLM programs, offices, and partnership experiences, were convened to develop and refine a draft Plan for broader BLM review.  In December 2018, a draft was circulated throughout the BLM and many excellent comments were received from staff at all levels of the BLM.  Those comments are reflected in this final version and have yielded a better product. Your important contributions to this effort were greatly appreciated.

Effective implementation of the critical actions described in this Plan requires partnership at all levels of the organization and continued engagement nationwide to ensure the BLM is poised to take advantage of a rapidly changing technological landscape.

We all rely on effective, efficient information technology to do our jobs and support the BLM mission.  The Information Technology Strategic Plan 2019-2024 represents a roadmap for how we will move into the future together.
