The Bureau of Land Management (BLM) is committed to ensuring that everyone has the opportunity to enjoy their public lands by providing facilities, programs, services and activities that meet federal accessibility standards.  Each year the Washington Office requests project proposals to correct or remove barriers at recreation sites and facilities to improve access for people with disabilities.  The Information Bulletin is a request for states to submit accessibility corrective action projects for the Fiscal Year 2019 Planning Target Allocation (PTA).  Removing access barriers and expanding access for people with disabilities meets the purposes of Secretarial Order 3356, Hunting, Fishing, Recreational Shooting, and Wildlife Conservation Opportunities and Coordination with States, Tribes, and Territories, which directs Interior agencies to increase outdoor recreation opportunities for all Americans, with a special emphasis on hunting and fishing.

Field offices should use the attached accessibility corrective action proposal sheet to describe each project in enough detail for a complete understanding of the work to be done. Each proposal should explain how the project corrects an accessibility deficiency, whether it is a stand-alone project or part of a multi-phase project, and details of the project costs.

If an office wishes to resubmit an unfunded Fiscal Year (FY) 2018 project for FY 2019, a new project proposal is not necessary. Simply notify your state lead that you wish to have the previous year project resubmitted.

Field offices should submit completed project proposals to their state office corrective actions lead by the due date of April 30, 2018, in order for each state lead to evaluate and rank the projects.  Proposals will then be submitted to the WO by the due date of May 14, 2018.

Federal facilities must comply with standards issued under the Architectural Barriers Act (ABA). The ABA applies to facilities designed, built, altered, or leased with federal funds. In past years, states have submitted small accessibility corrective action projects to be included into the Deferred Maintenance 1653 PTA budget. Most states submit several small projects usually ranging from $4,000 to $10,000, with a cap of $25,000, per project.

The Washington Office Division of Recreation and Visitor Services (WO-250) and Division of Business Resources, Engineering and Asset Management Policy Branch (WO-854) will review and rank proposals. The number of projects funded is dependent on available dollars.  Attachment 1 is the 2019 Accessibility Corrective Action Proposal Sheet and Attachment 2 lists the DOI Asset Codes.
