Subject: Transmittal of National Interagency Agreement between the Bureau of Land Management, Department of the Interior and Office of Valuation Services, Office of the Secretary for Appraisal Contracting Services
This Information Bulletin (IB) transmits the new Office of Valuation Services (OVS) and the Bureau of Land Management (BLM) Interagency Agreement (IAA) executed February 26, 2013. With this agreement in place, the OVS will release pending appraisal requests and accept new appraisal requests for processing and the OVS contracting staff will begin processing real estate appraisal contracting functions.
This interagency agreement contains two parts. Part A encompasses the general terms and conditions, including the purpose and objective, funding information, roles, and responsibilities, for the BLM budget and realty staff and the OVS contracting and appraisal staff. Part B serves as the funding document to transfer funds via Intra-Governmental Payment and Collection (IPAC) from the buyer (BLM) to the seller (OVS) for the services performed. The OVS will receive or collect BLM-obligated funds on a quarterly basis. The IAA includes instructions to complete Part B.
Please review the agreement to become familiar with the processes and responsibilities of each agency. The OVS and BLM staffs will hold conference calls periodically to assist with any questions.
