Subject: Bureau of Land Management 2007 Collaboration Desk Guide

Over the past several years, we have had many discussions about the concepts of collaboration and citizen stewardship in natural resource management, especially as it relates to land use planning. Offices throughout the Bureau of Land Management (BLM) have experimented with a wide range of practices and guidelines to develop community-based solutions to natural resource management issues within a multiple-use context. This BLM 2007 Collaboration Desk Guide contains recommendations gleaned from a wide variety of experiences in working collaboratively with communities. The guide represents a comprehensive collection of principles, guidelines, outcomes, and practices detailing how toengage the public in the collaborative process.

This guide contains field-tested, real-life examples and is written in plain language. While the guide is especially important for managers and employees embarking upon a major planning effort, it will also be helpful for all of our employees who work with the public. Cooperative conservation is critical beyond land use planning. Our goal is to make cooperative conservation our “normal” way of doing business..

I urge you to review this guide, share it widely with your employees, and add to it with your own experiences. This guide may be accessed on the Internet at http://www.blm.gov/partnerships. As you try new things to engage the public in a collaborative process, I encourage you to develop the habit of sharing that information so that all of us can learn together.
