Subject:  Proper Functioning Condition Spatial Data Standard

This information bulletin (IB) establishes the Oregon/Washington (OR/WA) spatial data standard for Proper Functioning Condition (see attached data standard document).  The data standard defines how this type of data is to be captured in a Geographic Information System (GIS), defines attributes used, and defines coding schemes (domains).  The data has been added to the corporate spatial data editing system.  The data can be edited by approved field personnel following established procedures and are also available for display and analytical purposes by all users.

The Proper Functioning Condition (PFC) dataset represents spatial location and information for Lotic and Lentic Proper Functioning Condition Assessments.  This dataset is used to record data from the PFC Assessment Form (Technical Reference 1737-15 Second Edition 2015 Proper Functioning Condition Assessment for Lotic Areas) and the Lentic Standard Checklist (Technical Reference 1737-16 1999, Revised 2003 A User Guide to Assessing Proper Functioning Condition and the Supporting Science for Lentic Areas).  This dataset is also used to record PFC data gathered according to earlier technical references.

This data standard is effective immediately and is to be followed for all PFC geospatial data, as specified in the data standard document.  In the past, the PFC data have been edited in the Aquatic Resource Information Management System (ARIMS).  These types of data will no longer be edited in the ARIMS database.  Data present in ARIMS that meet this standard will be migrated to and made available in this data standard.
