Subject:           Availability of Revised Bureau of Land Management Forms for Authorized Grazing Use, Qualifications and Preference and Unauthorized Grazing Use

Program Area:  Grazing Administration.

Purpose:  This Instruction Memorandum (IM) announces the availability of renewed BLM Authorized Grazing Use forms 4130-1, 1a, 1b, 3a, 4, and 5 under OMB Control No. 1004-004.  This IM also announces the availability of internal BLM forms 4110-2, and 4150-2, commonly referred to as the “Transfer Checklist” and “Livestock Count” forms, respectively.

Administrative or Mission Related:  This IM should be categorized as administrative.

Policy/Action:  All field offices should now use updated Forms 4130-1, 4130-1a, 4130-1b, 4130-3a (within the Rangeland Administration System), 4130-4, and 4130-5 with the January 2018 edition date and the January 31, 2020 expiration date.  These four forms (excluding 4130-3a) are available externally at www.blm.gov/forms and internally at https://blmspace.blm.doi.net/oc/intra/dbs/Pages/eForms.aspx

All field offices should also use updated Form 4110–2, Preference Transfer and Grazing Permit/Lease Application Processing Checklist and Form 4150–2, Certificate of Livestock Count with the May 2018 edition date.  These two forms are available at https://blmspace.blm.doi.net/oc/intra/dbs/Pages/eForms.aspx 

All field offices should dispose of both paper and electronic copies of the previous version of these forms.  The updated forms are available in a fillable Adobe Acrobat “portable document file” (.pdf) on the BLM External Forms website at http://www.blm.gov/noc/st/en/business/eForms/rangeland.html. https://blmspace.blm.doi.net/oc/intra/dbs/Pages/eForms.aspx

Timeframe:  This IM is effective immediately. 

Budget Impact:  None

Background:  Forms in the 4130 series are used to apply for grazing preference, and/or transfer grazing preference, document exchange-of-use grazing agreements, and to document actual grazing use.  Form 4130-3a, Automated Grazing Application is generated within the BLM Rangeland Administration System (RAS) electronic system.  Form 4110-2 is used as an important checklist during the transfer of grazing preference prior to permit issuance and form 4150-2 is used to document livestock counts.

Manual/Handbook Sections Affected:  Grazing Management (H-4130 Authorizing Grazing Use, H-4110 Qualifications and Preference and H-4150 Unauthorized Grazing Use).
