Subject: Wyoming Fuels, Community Assistance and Fire Planning Program Evaluation
The Fire and Aviation office will be conducting evaluations of the Fuels Management,
Community Assistance, and Fire Planning Program components for the Wyoming offices during
the week of May 12, 2014. The Fire and Aviation, Fire Planning and Fuels Management office
conducts annual evaluations of the Hazardous Fuels Reduction, Fire Planning, and Community
Assistance Programs in accordance with the Bureau of Land Management (BLM) Manual
Section (MS) 1240 – Evaluation Program (Note: the Community Assistance Program includes
the functional areas of mitigation and education, prevention and trespass). Evaluation of the Fire
Management Programs is important to Congress, the Office of Management and Budget, and the
Department of the Interior because of the high level of investment in projects and planning
activities. The evaluation focuses on how well the BLM’s Fire Management Program protects
resources, complies with the laws and regulations, produces reliable program and financial
information for decision-making, and achieves program performance goals. The evaluations
assess program development and execution, including topics such as planning, collaboration,
integration of fire and resource programs, budgeting, workload accomplishments, reporting, and
monitoring. The evaluations will concentrate on Fiscal_Years 2011, 2012, and 2013 programs;
however, the evaluations will also look at some on-going Fiscal_Year 2014 activities to assess
progress and determine compliance with recently issued guidance.
The updated BLM Fire Planning, Fuels Management, and Community Assistance State
Evaluation Guide, February 2014 is attached. The evaluation standards will focus the
evaluations on key program issues and reflect current program direction.
