UNITED STATES DEPARTMENT OF THE INTERIORBUREAU OF LAND MANAGEMENTWASHINGTON, D.C. 20240www.blm.gov January 22, 2008In Reply Refer To:1540 (850) PEMS TRANSMISSION 01/30/2008Director’s Office Instruction Memorandum No. 2008-005Expires:  09/30/2009To:        All Washington Office (WO) EmployeesFrom:        Assistant Director, Business and Fiscal ResourcesSubject:    Cost Containment for Federal Express Program Area:  All employees who send Federal Express (FedEx) packages within the Bureau of Land Management (BLM).Purpose:  This Director’s Office Instruction Memorandum (DOIM) provides policy to all BLM WO employees regarding the usage of FedEx services.Policy/Action:  All BLM WO employees who utilize FedEx services will now send all packages by FedEx 2Day (2-day delivery) or FedEx Express Saver (3-day delivery).  FedEx Priority Overnight, FedEx Standard Overnight, or FedEx First Overnight will only be used in cases of a business emergency.  Emergency constitutes a threat to the lives of civilians, employees, or property.  In order to contain delivery service cost for the BLM WO, the FedEx saver options will be used. Timeframe:  This DOIM is effective upon receipt.Budget Impact:  A positive impact on the budget will result in the implementation of this policy. Background:  This DOIM is in compliance with the implementation of cost containment practices for the WO.  The BLM WO received a report from FedEx dated August 14, 2007, that covered the service period of June 2005 to July 2007.  The report indicated that utilizing second-day and third-day services for the total shipping cost resulted in an average savings of 15 percent.Manual/Handbook Sections Affected:  None                                                                                                                                             Coordination:  This DOIM was coordinated with the Division of Property, Acquisition and Headquarters Services, WO-850; the Business Resources Division at the National Operations Center, OC-600; and Cost Containment Committee representatives.Contact:  If you have any questions regarding this policy, please contact Kimberly Ashby, Chief, Business Services Branch, WO-850, at (202) 452-5169.Signed by:                                   Authenticated by:Michael A.
