Matt J. Shugert

Matt Shugert has been the acting Assistant Director for Business Management and Administration since March 2026. Shugert joined the BLM in February 2023 as the Deputy Assistant Director for Business, overseeing the BLM’s $1.3 billion budget, engineering, and audits and serving as the Deputy Chief Financial Officer. In that role, Shugert focused on financial planning and analysis, guiding the strategic direction of approximately 5,700 employees. Before joining the BLM, he spent more than 20 years in international development, living and working overseas, including significant roles at the U.S. Agency for International Development. There, he helped establish the Program Office Division within the Office of Human Capital and Talent Management, advising senior management on workforce planning and policy compliance. He has served as a senior advisor on budget formulation and execution, managing significant portfolios across various USAID bureaus and building strong relationships with congressional representatives and other federal agencies. Shugert holds a Master of Science in Conflict Analysis and Resolution from George Mason University and a Bachelor of Science in Health Services Administration from Ohio University.
