Rescission of regulations regarding operations conducted under notices for mining claims

This direct final rule rescinds a portion of Bureau of Land Management (BLM) regulations that address Mining Claims Under the General Mining Laws—Surface Management—Operations Conducted Under Notices—Does this subpart apply to my existing notice-level operations. The final rule is effective on November 24, 2025, unless significant adverse comments are received by October 27, 2025.


The BLM manages about 245 million acres of public land located primarily in 12 western states, including Alaska, on behalf of the American people. The BLM also administers 700 million acres of sub-surface mineral estate throughout the nation. Our mission is to sustain the health, diversity, and productivity of America’s public lands for the use and enjoyment of present and future generations.
