Decision declining to adopt proposed notice to Lessees No. 5

After reconsidering proposed Notice to Lessees No. 5 (NTL-5) based on the Executive Order 14154, “Unleashing American Energy” (Jan. 20, 2025), and additional direction from the Secretary of the Interior, the Bureau of Land Management (BLM) has decided not to publish a final NTL-5 as was first proposed in the Federal Register on November 14, 2024.


The BLM manages about 245 million acres of public land located primarily in 12 western states, including Alaska, on behalf of the American people. The BLM also administers 700 million acres of sub-surface mineral estate throughout the nation. Our mission is to sustain the health, diversity, and productivity of America’s public lands for the use and enjoyment of present and future generations.
