BLM authorizes drilling permits and infrastructure for the P1 Well Pad 

The Bureau of Land Management Vernal Field Office has issued an Environmental Assessment (EA) for the P1 Well Pad: DOI-BLM-UT-G010-2026-0089-EA. The Responsible Official signed a decision record under which the BLM will approve three Applications for Permit to Drill for the applicant, Scout Energy Management, to drill oil wells (the Phoenix Wells) producing from existing federal mineral leases. The EA also analyzed construction of a well pad with associated access roads and pipelines. The project location is on BLM-administered land in the Greater Monument Buttes Unit, specifically the SENW of Section 34, Township 8 South, Range 17 East in Duchesne County, Utah.
