October 2, 2025: Right-of-Way approved for Urban Oil and Gas in Buzzard Rim and Cottonwood Creek 

The BLM Price Field Office has issued a decision on the Categorical Exclusion and Decision Record for NEPA number: DOI-BLM-UT-G020-2025-0046-CE the 2025 Urban Oil & Gas FLPMA Assignments. Urban Oil & Gas, LLC (Urban) requested BLM to assign rights-of-way (ROW) UTU-074321, UTU-077990, and UTU-079496 from Buzzard’s Bench LLC to Urban on January 21, 2025.

October 22, 2025: Right-of-Way approved for Coastal Plains Energy in Buzzard Rim and Cottonwood Creek

The BLM Price Field Office has issued a decision on the Categorical Exclusion and Decision Record for NEPA number: DOI-BLM-UT-G020-202-0001-CE the Coastal Plains Energy Assignments CE. Coastal Plains Energy, Inc. has requested assignment of the ROW (UTU-071861) on July 8, 2025.

October 23, 2025: BLM Completes Right-of-Way Actions Supporting NEPA Streamlining

The BLM Price Field Office has finalized a series of Right-of-Way (ROW) assignments, updates, and partial relinquishments associated with the following National Environmental Policy Act (NEPA) categorical exclusions (CX): DOI-BLM-UT-G020-2026-0002-CX, DOI-BLM-UT-G020-2026-0003-CX, DOI-BLM-UT-G020-2026-0004-CX, DOI-BLM-UT-G020-2026-0006-CX, and the Amendment of Right-of-Way UTU-083250. These actions fall under categorical exclusions that do not require additional documentation, in accordance with Department of the Interior NEPA policy. Specifically, documentation is typically not required for actions that have no environmental effect, such as personnel changes (43 CFR 46.210(a)), routine financial transactions (43 CFR 46.210(c)), mineral lease transfers (516 DM 11.9(B)(2)), or the transfer of rights-of-way between agencies (516 DM 11.9(E)(10)).

In alignment with the administration’s priority to expedite NEPA processes for oil and gas development, all associated project actions were signed and completed between October 22 and October 23, 2025.

October 28, 2025: BLM Approves Gas Wells and Associated Infrastructure for Anaschutz Exploration Corporation in Uintah County 

The BLM Vernal Field Office has issued an Environmental Assessment and decision record that authorizes approval of Applications for Permits to Drill for up to eight gas wells from a new well pad with an associated access road and pipelines, as well as amendment of existing right-of-way UTU95983 to accommodate an associated lay flat waterline. This project location is on BLM-administered lands approximately 52 linear miles south of Vernal, Utah in Section 9, Township 13 South, Range 22 East. S.L.B.&M. in Uintah County, Utah.

October 30, 2025: BLM Finalizes Environmental Assessment for Scout Energy LLC Well Pad Expansion in Duchesne County

The BLM Vernal Field Office has finalized the Environmental Assessment (EA) for the proposed expansion of the existing Allen 13-6 well pad by Scout Energy LLC. The EA was completed under National Environmental Policy Act (NEPA) number DOI-BLM-UT-G010-2025-0117-EA. The project is located on BLM-administered surface lands approximately eight miles southeast of Myton, Utah, within Section 1, Township 9 South, Range 16 East and Section 6, Township 9 South, Range 17 East, in Duchesne County. In alignment with the administration’s priorities under the current Energy Emergency, the BLM remains committed to processing energy-related projects efficiently and responsibly, ensuring timely decisions that support domestic energy production while maintaining environmental stewardship.

October 30, 2025: Finley Resources Proposes Pipeline Corridor in Uintah County

Finley Resources Inc. has applied to the BLM for a right-of-way to construct and operate a pipeline corridor to support its existing JB 8G 21-7-21 well in Uintah County, Utah. The proposed project would disturb approximately 0.96 acre and is located in Township 7 South, Range 21 East, Section 21 (SENE, NESE), Salt Lake Base and Meridian. Construction is planned for completion by the end of 2025.

October 30, 2025: BLM Proposes Right-of-Way Adjustment for Reclaimed Oil and Gas Access Roads

The BLM is proposing to amend an existing right-of-way (ROW) held by Urban Oil & Gas Group, LLC, to reflect changes in land use and site reclamation. The amendment would remove several segments of access road from the ROW that are no longer needed due to well site closures and successful reclamation. The proposed changes include:

  • Relinquishing road segments that once served three oil and gas wells—two of which have been fully reclaimed.
  • Transferring a portion of the road to a new ROW application that supports continued access for oil and gas operations under a different lease.

Updating administrative records to reflect current land use and ensure compliance with environmental and land management policies. These actions fall under categorical exclusions that do not require additional documentation, in accordance with Department of the Interior NEPA policy.
