Purpose: Improving efficiency and achieving cost savings throughout the Bureau of Land Management (BLM) is increasingly critical to the successful accomplishment of its mission. Implementation of a High Performance and Sustainable Buildings strategy is essential in achieving cost savings through the planning, design, construction and operation of new facilities.   The High Performance and Sustainable Buildings strategy is a metric in the Environmental Stewardship Scorecard from the Office of Management and Budget (OMB). Federal agencies will be graded by the Office of Management and Budget and the President’s Management Council on their ability to reduce energy consumption and demonstrate the procurement of mandatory energy efficient products and services as required by the Energy Policy Act of 2005 (EPACT 2005) and the goals of Executive Order 13123. The Department scorecards indicating the standard that each agency is required to achieve is provided as Attachment 1. The Department of the Interior has agreed to incorporate and adopt the attached Guiding Principles, provided as Attachment 2, which was approved through a Memorandum of Understanding (MOU) by signature of all the participating Federal Agencies. This IM sets out BLM’s policy on High Performance and Sustainable Buildings and initiates the development of a plan to implement the policy within BLM. 
Policy/Action: A systematic High Performance and Sustainable Building implementation system must be an integral part of BLM’s day-to-day business practices and long-term planning processes across all programs when planning and designing new facilities for the Bureau. 
The attached Guiding Principles will be incorporated into every new project submission where appropriate. The BLM Division of Engineering and Environmental Services (WO-360) will form a Sustainability Working Group which will supply each State with the latest up to date guidance and help in the implementation of the MOU and Scorecard criteria. The Division of Engineering and Environmental Services (WO-360), Division of Recreation and Visitor Services (WO-250), Division of Property and Acquisition Management and Headquarters Services (WO-850), National Business Center (NBC), Engineering Advisor Team (EAT) representatives and the National Science and Technology Center (NSTC) will be working together as the BLM Sustainability Working Group to provide appropriate guidance to each State. The State Engineers can incorporate sustainability and high performance in all new project submissions using the MOU guidelines and the attached Interim Planning Guide (attachment 3) as a reference.
States, Centers, and the Washington Office are to take the following actions:
Development of the Draft Implementation Plan:  TheBLM Sustainability Working Group will work together to develop an implementation plan that incorporates the Interim Planning Guide. The implementation plan will include processes and procedures that will need to be incorporated into the planning and construction of new facilities for each of the following principles:
-         Employ Integrated Design Principles
-         Optimize Energy Performance
-         Protect and Conserve Water
-         Enhance Indoor Environmental Quality
-         Reduce Environmental Impact on Materials
High Performance and Sustainable Building Implementation: State Offices, National Centers, and the Washington Office will implement their High Performance and Sustainable Building processes upon receiving the Interim Planning Guide. States, Centers, and the Washington Office will designate a High Performance and Sustainable Building Coordinator and inform the Division of Engineering and Environmental Services (WO-360) by August 11, 2006 as to who that person is so that information sharing and program coordination may occur. State Coordinators will be responsible for ensuring sustainable processes identified in the guide are included in planning and design. 
Measuring High Performance and Sustainable Building Performance: The Implementation Plan will have objectives and targets based on the scorecard criteria. States, Centers, and the Washington Office will be responsible for tracking and measuring their performance to address their significant accomplishments in energy management and sustainable design. 
High Performance and Sustainable Building Data Submission: State Offices, National Centers, and the Washington Office will prepare written reports on their performance relative to each objective and target in accordance with the implementation plan. Progress will be assessed on an annual basis. The Coordinators will present a summary of the performance data on an annual basis after the completion of every fiscal year. The summary will include the steps taken to implement the elements of the MOU Guiding Principles and the Interim Planning Guide in all new designs and the number of new building designs that meet the 30 percent reduction in energy consumption over relevant code. The Bureau will submit the data to the Department using the OMB scorecard.
Timeframes: TheHigh Performance and Sustainable Buildings initiative has to be incorporated and adopted into existing agency policy and guidance within 180 days of signature of the attached MOU in January 2006. A draft implementation plan is due to the Department by July 1 2006.  
Background: The purpose of a High Performance and Sustainable Buildings strategy is the implementation of common strategies for planning, acquiring, site selection, designing, building, operating, and maintaining High Performance and Sustainable Buildings. To help in developing a strategy an Interim Planning Guide is included as Attachment 3 that will help in providing samples of possible design implementations for each new project. The material is provided to help in developing a plan and each process is not required or should be considered all inclusive.     
Sustainable construction is defined as “the creation and responsible management of a healthy built environment based on resource efficient and ecological principles.” Sustained designed buildings aim to lessen their impact on our own environment through energy and resource efficiency. It includes the following principles:
  • Minimizing non-renewable resource consumption
  • Enhancing the natural environment
  • Eliminating or minimizing the use of toxins
“Common sense” and “low tech” are frequently the most sustainable solutions. The designing of a building with well placed windows that light offices and other workspaces makes “daylighting” an alternative to electric lights for daytime use. 
Buildings that are healthy for the environment are healthy for people as well. In some climates, buildings designed for daylighting and natural ventilation may reduce energy use while exposing people to beneficial natural light and fresh air.
The President’s Management Council, comprised of Deputy Secretaries of Federal Departments, has made a series of recommendations to improve the high performance and sustainability of new facilities across the Federal Government. Executive Order 13123 and the 2005 Energy Policy Act have established the goals that each Federal Agency is required to achieve.   
The Office of Management and Budget has presented “environmental, transportation and energy management scorecards” to members of the President’s Management Council. OMB views these scorecards as a consistent way to measure agency performance. The Energy Management Scorecard, provided as Attachment 1, incorporates metrics directly from those Executive Orders. The Executive Orders and scorecard are designed to highlight the measures taken by each Agency to reduce energy dependency. The measures taken by the Agencies will substantially increase energy efficiency, environment safe byproducts and occupational quality in facilities. 
Budget Impact: The planning and implementation will not have a budget impact. The design and construction will have an increase in cost over normal construction materials and systems. The operational costs will decrease over a like facility that does not incorporate the high performance technology as in a sustainable building. The overall out year budgets will require less operational funding to operate the same number of facilities.
Manual/Handbook Sections Affected: The Engineering Manual 9100 will need to be revised to include a Handbook on High Performances and Sustainable Buildings.
Coordination: This policy has been coordinated among the following directorates: Renewable Resource and Planning (WO-200); Minerals, Realty, and Resource Protection (WO-300); National Science and Technology Center; National Business Center and Business and Fiscal Resources (WO-800). Coordination was also done with the Engineering Advisory Team (EAT).
