Subject: National Fire Plan Accomplishment Reporting in TSIS

Purpose: This Instruction Memorandum (IM) provides information and guidance on a data entry change in the Timber Sale Information System (TSIS) for vegetative sales that reduce wildfire risk and are therefore related to the National Fire Plan (NFP).
Policy/Action: Detailed instructions for data entries that will ‘flag’ vegetative sales, or portions of vegetative sales, and provide useful metrics of the extent of applicability of BLM vegetative sales to the NFP are provided in Attachment 1 – National Fire Plan Reporting in TSIS. A vegetative sale is related to the NFP if it meets one of the following:
· the sale is related to a hazardous fuels reduction project that is at least partially funded by fuels dollars (Subactivities 2823 or 2824); or
· the sale will reduce wildfire risk to communities or the environment or otherwise modify future fire behavior to aid in wildfire containment, and the preparation of which was funded by forestry dollars (Subactivities 1030, 5800, 5900, 6310 etc.). These vegetative sales, in addition to providing wood products to the public, will have an additional benefit of reducing wildfire risk by removing fuel ladders, widening crown spacing, and improving the fire regime condition class.
While both of these types of projects are entered in the National Fire Plan Operations Reporting System (NFPORS), in either the Fuels or Non-NFP modules, NFPORS lacks the capability to track and report the volumes and values of vegetative projects removed and utilized. Therefore the change to TSIS described below was developed to provide this volume and value information.
To summarize Attachment 1, the Operations Inventory Data Field in both the Timber Sales Module and Special Forest Products Module will be used to flag vegetative sales that are related to the NFP. Specifically, the first character from the left of this 6 character data field, will have a “9” entered.
While a review of data already entered in TSIS for this FY shows little use of the Operations Inventory, individuals with TSIS data entry responsibility for their respective office must first ensure that any stratum that has an Operations Inventory number starting with a “9” is changed to some other number; provided that stratum is not related to the NFP. If that editing will cause other problems or issues, please consult with your appropriate TSIS Data Steward.
Background: Recently, the need has arisen to determine and report the volume and value of forest product sales (timber, firewood, posts, poles, chips, biomass, etc.) that are related to the NFP. NFP related sales include those that are wholly or in part funded by hazardous fuels reduction funding (subactivities 2823 or 2824), and forestry funded (1030, 5900, 6310) projects that achieve NFP objectives of reducing wildfire risk.
Data calls have been sent previously to State Leads for that information and these data needs will likely continue into the future. However, we recognize that these data collection efforts are very time-consuming. WO-270 has discussed with the National Science and Technology Center (NSTC) and the Oregon State Office (who host the TSIS database) the best way to automate the collection of this NFP information, to help reduce the need for some data calls. The Stewardship Contracting Information Database (SCID) has already been designed to collect NFP related information, so there is only need to adjust the Timber Sale Information System (TSIS) to accommodate the data collection.
Currently, the field enters vegetative sales in TSIS through one of three methods:
Because the web-based TSIS application is relatively new and cannot accept small sawtimber sales, it was decided to not include a NFP reporting component at this time, so it is not discussed in Attachment 1.
A very critical constraint placed on developing an automation tool was that there would be no changes to the programming of Unix-based TSIS, because initial analysis determined those changes would be very time consuming and expensive. An additional requirement was that we wanted to give the field forester the option of designating a portion of a sale as NFP-related (in other words, stratifying a sale), and not require an ‘all or nothing’ data entry.
This constraint on programming left us with the only choice of using an existing data field as a surrogate for NFP information. The ‘ability to stratify’ requirement further limited the choice of existing data fields to Operation Inventory. The Operations Inventory data field contained in the Timber Sale Cutting Unit Stratification sub-module was designed to allow the field the ability to match harvest units with forest inventory information. However, outside of western Oregon, it appears to be used very sparingly. Therefore, it was chosen to be a surrogate to designate NFP related timber sales.
Timeframe: This IM is effective upon receipt.
