Subject:           National Spatial Data Layer for Areas of Critical Environmental Concern (ACEC) DD: 05/31/06
Program Area:  Planning and Enterprise Geographic Information Systems (EGIS)
Purpose: This Instruction Memorandum (IM) provides direction to Field and State Offices to provide existing digital data necessary to produce a national ACECs spatial data layer. This request is in direct response to needs identified by the Washington Office for facilitating data development associated with the Energy Act of 2005 and the National Energy Plan.
Policy/Action:  Each State Land Use Planning Lead will collaborate closely with the respective State GIS Manager to provide the Washington Office with the current ACEC Boundaries for their respective State. Specifically, this includes forwarding the aggregated State layer of ACECs to the WO. The data should be provided as an ESRI shapefile, Geographic, NAD 83. The acquisition of these data will assist in the immediate development of a BLM corporate ACEC data base and the subsequent design and implementation of a national ACEC GIS data standard.
To assist in documenting the origin and timeframes of data collection, please provide the Federal Geographic Data Committee (FGDC) compliant meta-data that have been developed for the ACEC GIS data.
If applicable, please explain where and why data are either incomplete or do not exist.
Timeframe: This IM becomes effective immediately. All requested information should be submitted to Bob Bewley, Senior Geographer, WO-210 by the
May 31, 2006 deadline.
Budget Impact: No budget impact is anticipated. Staff time involved in providing data as part of this request is already accounted for within staff responsibilities for Areas of Critical Environmental Concern as outlined within Land Use Planning Handbook H-1601 (3/2005).
Background:  The BLM Land Use Planning Policy requires that the Bureau continually maintain an up-to-date inventory of ACECs for all BLM managed lands and waters (Land Use Planning Handbook H-1601 (3/2005).
