Abstract:
AP_CENTERS_POINT: This point dataset depicts the centers of the photo frames for aerial photography taken over BLM Lands in the states of Oregon and Washington. This data is subject to update at a future point.
Purpose:
This feature class is intended to facilitate the location and identification of BLM aerial imagery in Oregon and Washington for release to BLM district personnel, other agencies and the general public. This theme can be used to search and display photo locations as well as for the creation of flight index maps.

This point dataset depicts the centers of the photo frames for aerial photography taken over BLM Lands in the states of Oregon and Washington.
Entity and attribute detailed citation:
Individual photo centers are in a point feature class, created from digital files.  

Since 2001, contractors have collected GPS photo centers at the instant of exposure and provided them in digital form.  Where GPS obtained photo centers were not available, BLM scanned mylar or paper indexes and registered them to a projection before digitizing the photo centers.  In some cases, BLM digitized every fifth photo center and allowed a software program to interpolate the positions of the photo centers in between.  Those photo points are identified as "I" in the "Type" field of the attributes.

Although BLM cannot verify, in each individual case, how historical indexes were made, it is presumed that the contractor who flew the photography identified the photo center positions and marked them on a mylar or paper map.

Process description:
This point data was captured by the contractor who flew the project area, or by BLM Oregon/Washington State Office employees. The photos were examined and a centerpoint of each frame was located on a mylar or paper map. The map is used as an index to the project. A BLM employee scanned the index map at 300 dots per inch and then geo-registered the scanned index. The employee digitized the photocenter points in ArcMap, sometimes every point and sometimes every fifth point. The Type attribute indicates whether the point was individually located or located by a script that interpolated points in between the fifth points. The feature class has two attribute fields indicating which point locations were interpolated.

Description: This metadata is displayed using the FGDC Plus Stylesheet, which is an XSL template that can be used with ArcGIS software to display metadata. It displays metadata elements defined in the Content Standard for Digital Geospatial Metadata (CSDGM) - aka FGDC Standard, the ESRI Profile of CSDGM, the Biological Data Profile of CSDGM, and the Shoreline Data Profile of CSDGM. CSDGM is the US Federal Metadata standard. The Federal Geographic Data Committee originally adopted the CSDGM in 1994 and revised it in 1998. According to Executive Order 12096 all Federal agencies are ordered to use this standard to document geospatial data created as of January, 1995. The standard is often referred to as the FGDC Metadata Standard and has been implemented beyond the federal level with State and local governments adopting the metadata standard as well. The Biological Data Profile broadens the application of the CSDGM so that it is more easily applied to biological data that are not explicitly geographic (laboratory results, field notes, specimen collections, research reports) but can be associated with a geographic location. Includes taxonomical vocabulary. The Shoreline Data Profile addresses variability in the definition and mapping of shorelines by providing a standardized set of terms and data elements required to support metadata for shoreline and coastal data sets. The FGDC Plus Stylesheet includes the Dublin Core Metadata Element Set. It supports W3C DOM compatible browsers such as IE7, IE6, Netscape 7, and Mozilla Firefox. It is in the public domain and may be freely used, modified, and redistributed. It is provided "AS-IS" without warranty or technical support.
