Abstract:
LUA_POLY: This theme shows the land use allocations on BLM-managed lands in Western Oregon as defined in the Record of Decision for the Resource Management Plans of 1995. Updated in 2003.

      Horizontal positions are specified in geographic coordinates, that is, latitude and longitude. Latitudes are given to the nearest 2e-008. Longitudes are given to the nearest 2e-008. Latitude and longitude values are specified in Decimal Degrees.

    BLM contractors used a selection list provided by the BLM District Offices to give FOI polygons a new LUA label. This district-wide coverage was then dissolved along the township boundaries to create township-based coverages.

    The LUA data was inserted into the corporate district libraries and QC'd as a polygon layer.

    District personnel updated the LUA coverages, taking into account the sale and acquisiton of land parcels. Salem, Roseburg and Medford district personnel merged data from their XLA layers with their LUA layers. Coverages were forwarded to the BLM OSO, where BLM contractors merged them into one western Oregon coverage. The crosswalk to the Option 9 code was added as a new attribute. The merged coverage was dissolved and inserted into the district libraries.

    The LUA map sections were checked for topology errors, edited as necessary, and merged into library-wide coverages (including shared data from adjacent districts). Along the boundaries between districts LUA lines were snapped to FOI lines or, in the absence of these, LLI or DOB lines. The library-wide coverages were clipped to the district boundaries. Each district coverage was checked for topology errors and edited as necessary. The district coverages were all merged into a western Oregon coverage. This coverage was checked for topology errors and edited as necessary. This coverage was inserted into each of the western Oregon district libraries and the map sections checked for topology errors and edited as necessary.

    BLM GIS support staff performed the following as a final step in the 2002 LUA update. -Clipped each update to their own district boundaries. -Appended them all together to make one coverage. -Cleaned using fuzzy of .06 polygon -Edged matched the new cover to get rid of sliver polygons and dangle nodes. Using the LLI and DOB. -Dissolved out using the all option to get rid of unnecessary lines. -Ran a QC for labelerrors and nodeerrors etc..

    Salem 2002 LUA Update This theme was built from data in SLM_LUAPLUS. Slm_luaplus was built after the third year review and updated after each land action. Minor quality updates and snapping to LLI in the Mary's Peak RA happened 11/2002. The theme was reviewed and certified by each area manager and district data steward on 12/13/2002. For more information on SLM_LUAPLUS, refer to the contact person below.

    Roseburg 2002 LUA Update The only adjustments made were to some LSRs that were previously defined using distance from the coast. This created some sliver polygons. These were adjusted to match land lines. The changes were supplied to me by Jay Besson in the form of shape files and I made the corresponding changes to the LUA theme

    Since the polygons were selected from the FOI theme, the LUA polygons were Q.C.ed against the FOI polygons. The polygons were also checked against LUA draft maps provided by the Forest Ecosystem Management Assessment Team (FEMAT). This theme was built with polygon topology.
