The Bureau of Land Management (BLM) is proposing site improvements, including the addition of a new restroom facility on public lands it manages at Turn Point Light Station. The Turn Point Light Station is located on Stuart Island in the San Juan Islands within San Juan County, Washington. The public lands at Turn Point Light Station are administered by the BLM's Spokane District, Wenatchee Resource Area, Lopez Island Office. The proposed action is to remove the composting toilet and install a vault toilet, re-route a portion of the existing trail from the outhouse to the historic water tank, remove selected and hazardous trees, and create a site for a volunteer host to camp.

The approved decision is to implement the Turn Point Lead-Based Paint Encapsulation project as described in the attached documents. The structures at Turn Point contain lead-based paint that is in poor condition and is flaking off of the structures. The poor condition of the paint establishes the need for the action. The purpose of the action is to improve the condition of the paint coatings on the structures. This action meets the need and will accomplish the purpose for action.
