The Tillamook Resource Area has proposed a project to amend a reciprocal right-of-way agreement with Stimson Lumber Company to add road mileage in T.1S., R.5W., Sec. 3, W.M. (Scoggins Creek drainage of the Tualatin River subwatershed) to the agreement which would allow Stimson Lumber Company access to a portion of their ownership. The added road would include approximately 2500 feet of existing gravel road and approximately 600 feet of newly constructed road that would pass through 65 year old timber on BLM land. Approximately 50 merchantable trees averaging approximately 16 inches in diameter (10" -- 22" range) would be harvested to construct the road. There is no public access to the proposed project area. Environmental Assessment,Finding of No Significant Impact DOI-BLM-OR-S060-2014-0006-EA Planning Completed
The Bureau of Land Management, Tillamook Resource Area, has prepared an Environmental Assessment/draft FONSI to document the effects of amending reciprocal right-of-way agreement S-905 between BLM and Stimson Lumber Company to add approximately 2,510 feet of existing BLM controlled road and approximately 590 feet of new construction. The amended roads would be used by Stimson Lumber Company to access their lands for timber harvest purposes. Since it is possible and economically feasible for Stimson Lumber Company to harvest their timber without use of BLM roads there would not be any interrelated or interdependent action between Stimson's harvest and the proposed action. The location of the proposed action is approximately nine miles west of Forest Grove, Oregon in S½ NE¼ & NW¼ SE¼ of section 3, T1S R5W, Willamette Meridian, Washington County.

Finding of No Significant Impact,Decision Record DOI-BLM-OR-S060-2014-0006-EA Planning Completed
The Bureau of Land Management, Tillamook Resource Area, has made a Decision to implement the Stimson-Scoggins Row Amendment And Construction Project which would amend a reciprocal right-of-way agreement between the BLM and Stimson Lumber Company. The amendment would add approximately 2,510 feet of existing road and 590 feet of new construction road to the agreement. The project was described and analyzed in the Stimson-Scoggins ROW Amendment and Construction EA and will occur in section 3, T1S R5W, Willamette Meridian, Washington County, Oregon. Barring an appeal, the Decision will become effective August 18, 2014
