The Categorical Exclusion/Decision Record authorizes the BLM to issue a Special Recreation Permit to Rogue Valley Runners to host thePine to Palm 100 Mile Endurance Run. This event is atwo day event, and for two days before and after for set up and tear down, for approximately 200 participants (runners, staffing, and spectators) using a combination of roads and trails on BLM managed land, county, U.S. Forest Service, city, and private lands. The race starts on Rock Creek Road just outside of Williams, OR on September 17, 2011, and finishes in Ashland, Oregon, the next day. The BLM portion is a single day event on BLM roads #39-5-14 and #39-5-21, and the Grayback Mountain Trail for Saturday, September 17, 2011. The 100-mile endurance run will use 10 miles of BLM-administered roads and land. Emergency Medical Service (EMS) and communications staff would be located at 21 stations along the route. This is a land decision on a Special Recreation Permit in accordance with BLM regulations at 43 CFR Subpart 2930. All BLM decisions under 43 CFR Subpart 2931.8(b) "All decisions BLM makes under this part will go into effect immediately and will remain in effect while appeals are pending unless a stay is granted under 4.21(b) of this title", unless the Director of the Office of Hearings and Appeals or an Appeals Board has determined otherwise in accordance with specified standards enumerated in 43 CFR 4.21(b).
