The BLM Nevada, Carson City District, Stillwater Field Office has received an application from Invenergy Solar Development, LLC (Invenergy) for the Luning Solar Energy Project, a utility-scale photovoltaic (PV) solar project with a planned generating capacity of up to 50 megawatts (MW) name-plate capacity. The project would be located on public lands in Mineral County, Nevada.
In July 2009, the BLM completed an environmental assessment (EA) and issued a right-of-way grant (NVN-085215) for a similar project in this same location. The right-of-way for the previous project was voluntarily relinquished by the holder in January 2013. In October 2012, the Secretary of the Interior signed the Approved Resource Management Plan Amendments/Record of Decision for the Programmatic Environmental Impact Statement for Solar Energy Development in Six Southwestern States (Solar PEIS). This decision established an initial set of 17 Solar Energy Zones throughout the western states, and identified a process for utility-scale solar energy development in variance areas outside of these zones. On July 31, 2013 Invenergy submitted their application (NVN-092243) for the current Luning Solar Energy Project. This project is located outside of a solar energy zone, and is subject to the variance area process identified in the Solar PEIS. The BLM has completed the variance process and is developing the EA for this project.
