What We Have Done to Date

On January 25, 2010, the BLM published a Notice of Intent (NOI) in the Federal Register (Volume 75, Number 15, pages 3916-3917) notifying the public that the BLM had formed a team to prepare an EIS on the restoration activities for the 3 Bars Ecosystem. The NOI stated that comments on issues may be submitted in writing until February 24, 2010. The dates and locations of the scoping meetings were announced at least 15 days in advance through local news media, newspapers and the BLM web site at www.blm.gov/nv/st/en/fo/battle_mountain_field.html.

Public Scoping meetings were held in Battle Mountain on February 22 and Eureka, Nevada on February 23, 2010. Please refer to the Public Scoping Summary Report for a in depth summary of issues raised and responses.

Where Are We Now

Project development slowed with the departure of the initial 3 Bars Project Manager in March 2010. During this period, however, BLM and its contractor AECOM continued to collect pertinent background information and data which would aid in the identification of site specific treatments. With the hiring of a new Project Manager in the summer of 2010, BLM staff has been continuously involved in developing the initial site specific treatment areas, site specific treatment goals and objectives. At present, these provide the initial view and scope of the 3 Bars restoration / rehabilitation project. The treatment areas presently identified are based upon recent data collection efforts, public and cooperating agency input and BLM corporate knowledge. Furthermore, public input has been utilized to build the Proposed Action and the alternatives which will be analyzed in the 3 Bars EIS. AECOM has recently begun development of the Draft EIS, in which the Proposed Action along with alternatives will be analyzed.

Draft EIS Schedule

Currently, the BLM anticipates that the 3 Bars Project Draft EIS will be made available for public review and comment in the third quarter of 2013 with the publication of a Notice of Availability in the Federal Register.
