Subject: Fiscal Year (FY) 2014 Land and Water Conservation Fund (LWCF) Project Submissions
Program Area: Lands and Realty, LWCF Land Acquisition.
Purpose: This IM transmits WO IM No. 2012-065 (Attachment 1) and describes the process that the Montana BLM will follow for submitting “Core” project proposals for FY 2014 LWCF consideration. The FY14 submissions are limited to the four Montana project areas identified on the national priority list of eligible projects. These are: Blackfoot River Special Recreation Management Area (SRMA) project (LXLAE0160000) in Missoula; Chain-of-Lakes Resource Management Area/Lewis and Clark National Historic Trail project (LXLAE0150900) in Butte; Lewis and Clark National Historic Trail project (LXLAE0140900) in Lewistown; and the Upper Madison River SRMA project in Dillon.
Policy/Action: Project proposals must be consistent with the LWCF FY14 submission process with a completed Narrative Form, Fact Sheet, LWCF Core Ranking Criteria Questionnaire, representative maps, and digital photographs accompanying the nomination. You must use the forms and formats included in the attached WO IM attachments, as they are the only versions that will be accepted by WO350. Map requirements are noted in Attachment 2. Examples of Project Area maps and Detail Parcel maps can be requested from the MSO Lands and Realty Program Lead.
Field offices who intend to make a submission must contact the MSO Lands and Realty Program Lead as soon as possible so that a file can be set up on the share drive (staff on ‘ilmmtso3fp1 (N); SOLands; LandsCH; FY14 LWCF) for that office in which to place their project proposal documents. The Montana/Dakotas Access Board and MSO Lands and Realty Program Lead will review and prioritize the nominations for Montana’s top five recommendations to submit to WO350. A briefing will be held with the State Director for concurrence prior to final electronic submission to WO350 by the April 20, 2012, deadline.
Timeframe: Project proposal packages must be placed in the electronic share drive file by COB Monday, April 2, 2012.
Budget Impact: Minimal.
Background: Each year BLM has an opportunity to identify individual properties within eligible project areas to be nominated for consideration by WO350 for possible incorporation into the upcoming fiscal year’s President’s Budget.
Manual/Handbook Sections Affected: This IM transmits interim policy for the Montana/Dakotas BLM in conjunction with the WO350 interim guidance to the H-2100-1, Acquisition Handbook, issued by WO350.
Coordination: Development of this annual LWCF land acquisition funding request is coordinated with the Branch of Land Resources and the Montana/Dakotas Access Board.
